We work with councils to define clear, achievable technology strategies that are grounded in organisational priorities and real delivery constraints. We help councils translate corporate plans, service objectives, real life requirements and financial realities into practical technology roadmaps that guide investment decisions, reduce risk, and build capability over time. Our focus is on the needs of the user, sequencing, and outcomes, not shelfware strategies.
Technology Audit & Independent Review
We provide independent technology audits and reviews to help councils gain clarity, assurance and confidence in their technology environment. We conduct targeted and whole-of-ICT reviews covering governance, strategy alignment, cyber risk, architecture, delivery practices and vendor performance. Our audits are practical and evidence-based, focused on identifying material risks, prioritising improvements, and providing clear, actionable recommendations that are meaningful to executives, audit committees and management alike.
Digital Transformation
LG Technology Specialists supports councils to deliver digital transformation end to end, from strategy and roadmap development through to implementation and transition to business as usual. We combine local government insight with hands-on delivery experience to ensure digital initiatives are practical, well-governed and deliver real outcomes for councils and their communities.
Program & Project Management
We provide hands-on program and project management for complex technology and digital initiatives within councils. We manage initiatives across the full lifecycle from planning and governance through to delivery and closure, ensuring strong stakeholder engagement, effective risk management and alignment to council priorities.
IT Procurement
We support councils through complex technology procurements with independent, experience-led advice. This includes market engagement, requirements definition, evaluation support, and contract advisory. Having worked both inside councils and alongside vendors, we help councils cut through marketing, ask the right questions, and select solutions that genuinely meet their needs.

Our People
Founder - Simon Adcock
I started LG Technology Specialists after spending more than 25 years working inside local government and alongside councils as a senior executive, CIO and delivery lead. Over that time, one thing became clear. Councils don’t need more sales pitches from vendors or generic consulting narratives. They need experienced people who understand technology in context and how local government actually works. People who can navigate governance, budgets and delivery realities, and help councils make practical, confident progress in the real world.

I’ve held executive roles across metropolitan and regional councils, including Chief Information Officer, Chief Customer Officer and Chief Operations Officer. I’ve also led large-scale digital, CRM and service transformation programs for councils across Australia. This experience means I bring both sides of the perspective. I understand the pressures facing councils from elected officials, audit committees and communities, and I know what it takes to translate strategy into delivery that stands up in day-to-day operations.

More recently, I’ve been working with councils running multiple professional services engagements concurrently, including complex digital and CRM transformation programs. This work has involved hands-on leadership across program governance, delivery assurance and direct project management, often in high-pressure environments where confidence, clarity and momentum matter. These engagements draw directly on my experience leading large, complex initiatives inside councils and now underpin LGTS’s program and project management and digital transformation services.

Throughout my career, my work has focused on practical outcomes rather than theoretical perfection. That includes developing achievable technology strategies grounded in council priorities, conducting independent audits that surface material risks and actionable improvements, leading digital transformation from roadmap through to business as usual, and stabilising complex programs that need experienced leadership to succeed. My emphasis is always on sequencing, people and outcomes, not shelfware strategies or abstract frameworks.

As a CIO and executive leader, I was responsible for end-to-end technology, data, customer service and digital portfolios. I led award-winning transformation programs, redesigned dozens of customer-facing services, and delivered measurable improvements in service accessibility, staff productivity and financial sustainability. I’ve also been accountable for major technology procurements and vendor performance, which informs how I now support councils to cut through marketing noise, ask the right questions and make confident investment decisions.

What clients consistently value is that I arrive already understanding their environment. I don’t need to be taught how councils operate, how decisions are made, or where the real constraints lie. That allows us to move faster, focus on what truly matters, and design solutions that are realistic, well-governed and deliverable.

At LG Technology Specialists, my role is hands-on. I work directly with councils as a trusted advisor, delivery lead or independent reviewer, depending on what’s needed. Whether that’s shaping a technology roadmap, providing assurance to executives or audit committees, leading a complex program, or supporting a major procurement, my focus is the same. Practical support, clear advice, and outcomes that genuinely improve how councils operate and serve their communities.
