Fractional CIO

Most small councils don't need a full-time CIO. But they do need someone in that role to set direction, manage risk, keep vendors honest, and make sure technology spend actually delivers something.

A Fractional CIO gives you that. Senior, independent technology leadership on a part-time, fixed-cost basis. And from day one, we work to build the capability of your existing team so you need us less over time.

HOW IT WORKS

We offer two ways to engage us, depending on where your council is at.

The first is a fixed-price engagement: a defined piece of work with a clear scope, deliverable, and price. Good for councils who need to understand their current position or build a technology strategy.

The second is an ongoing retainer: a fixed monthly fee that gives you a set block of advisory time plus on-call access for urgent matters. Good for councils who want a trusted technology advisor available when they need one.

Most councils start with an engagement, then move to a retainer.

FIXED-PRICE ENGAGEMENTS

Foundation: $6,500

An independent assessment of your council's current technology position. Suitable for councils who want to understand what they have, what it costs, and where the risks are before committing to anything bigger.

Technology Audit A thorough review of your systems, infrastructure, software licences, contracts, and technology spend. You'll know exactly what you're running, what it's costing, and whether you're getting value for money.

Risk Assessment An assessment of security, operational, compliance, and obsolescence risks across your technology environment. Security is assessed against the Australian Cyber Security Centre's Essential Eight framework. Risks are rated and prioritised so you know where to focus first.

 

Delivered as a written Due Diligence Report with findings and prioritised recommendations. Approximately 3 to 5 days. Remote or on-site at your preference.

Strategy: $14,000

Everything in Foundation, plus a full technology strategy for your council. For councils who are ready to move from understanding their current position to having a clear plan for the future.

In addition to the Foundation work, you get:

Maturity Assessment Your council is scored across five dimensions: strategy, governance, operations, security, and data. This gives you a clear baseline and shows where your biggest opportunities are.

Staff Engagement Workshops with your team to capture on-the-ground reality and build buy-in for the strategy.

IT Strategy A practical, plain-language technology strategy aligned to your council's priorities.

Implementation Roadmap A prioritised plan showing what to do first, second, and third, with realistic timeframes and cost guidance.

Delivered as a Maturity Assessment Scorecard, IT Strategy document, and Implementation Roadmap. Approximately 10 days total. Remote or on-site at your preference.

ONGOING RETAINER

Once an initial engagement is complete, you can retain access to senior technology advice on a monthly basis.

Each tier includes a set block of advisory hours plus on-call availability during business hours. On-call means you can reach us for urgent matters (a security incident, a contract decision that can't wait, a vendor doing something unexpected) and we'll respond within half a business day by phone or email.

Advisory hours are used for scheduled calls, document reviews, vendor discussions, or any other planned work. Hours don't roll over.

ADDITIONAL SERVICES

The following services are available and scoped based on your specific situation.

Project or Program Management Hands-on management of a technology project, or advisory oversight of your own project team. Scoped per engagement.

Project Assurance An independent health check at key project milestones. Reviews scope, governance, risks, and vendor management. Produces an Assurance Report with findings and recommendations. Approximately 1 to 2 days per review.

Periodic Audit An annual or bi-annual revisit after your initial engagement. Shorter than the Foundation review, it focuses on what's changed, new risks, and progress against your strategy. Approximately 1 to 2 days.

WHAT'S NOT INCLUDED

Package and retainer prices cover all work regardless of whether it's performed remotely or on-site. Travel and accommodation are charged at cost.
